ZUS REFORM – BENEFITS WITHOUT CONTRIBUTIONS.

Hello.

Regarding yesterday's telephone conversation with a representative of a national radio station, I would like to briefly present an innovative idea for reforming the SOCIAL BENEFITS (PENSION AND DISABILITY) system implemented by the Social Insurance Fund (FUS) and ZUS.

The idea is to completely abolish CONTRIBUTIONS, completely phase out ZUS contributions. This can truly be achieved while maintaining the solvency of the pension and disability system.

Necessary changes in 3 steps.

1) Phase out contributions. (This will simultaneously increase salaries and reduce the obligations of entrepreneurs.)

2) Non-debt money dynamically created for banking system users.

a) Introduction of non-debt money, created at the request of the Social Insurance Institution (ZUS), in commercial banks, simply by transferring money from an account with the National Bank of Poland (NBP) with a negative/positive balance to the ZUS client's IBAN.
b) Increased digital reserves in commercial banks, along with transfers of benefits from the NBP.
c) Creation of an appropriate percentage of earnings for the bank (surplus).

3) ZUS (Social Insurance Institution) is to maintain only a database containing information such as:

a) PLACE OF EMPLOYMENT (employer's name, company's Tax Identification Number, address, etc.).

b) DATE OF EMPLOYMENT START AND END (working hours, salary in the relevant years).

c) NATURE OF EMPLOYMENT (conditions, position, etc.).

d) Additional information about work history, such as accidents, length of sick leave, etc.

These 10 points provide a logical foundation for building a modern, efficient social benefits system, insensitive to demographic factors, the level of contributions to the Social Insurance Fund (FUS), and the level of national debt. It's like Newton's three laws, or the "Holy Trinity"—three laws for building the basic logic of the ZUS IT system in conjunction with the National Bank of Poland (NBP) and commercial banks.

This can truly be done simply and effectively. ZUS, as a large institution in Poland with perhaps the largest user database, should slightly change its methodology. This is truly necessary, as evidenced by the recent riots in France, precisely because of the French government's lack of a plan for effective pension reform. Raising the retirement age will never again be necessary if institutions like ZUS or Social Welfare run out of money to pay benefits.

In this system, proposed by me as a member of POSITIVE MONEY POLAND, ZUS will never run out of money.

Truly.

Money doesn't have to be taken from someone's paycheck and transferred to the Social Insurance Institution (FUS) via the ZUS IT system to later receive it as a benefit. Such transfers are pointless. Thousands of them take place daily, millions monthly, and the network becomes occupied by the inane transmission of impulses and photons between computers over the internet. There's no point in displaying on computer, tablet, smartphone, or bank server screens how many and where digits are currently in an account, or what their status will be in the future.

You need to understand the network, concepts like WWW, internet, server, client, application, etc. You need to understand what the internet and the www are, and what a client-server application is—millions of end devices connected to each other. You need to understand what money is today. It's just numbers on the network, on computers, and impulses, even wireless transmissions via Wi-Fi, that surround us. By senselessly transferring money to ZUS, we only lose the fruits of our labor, our hard-earned money.

ZUS should GIVE, not TAKE. ZUS should operate almost like a bank, issuing payment orders to commercial banks to dynamically create non-debt money.

A bank doesn't operate like a piggy bank.

A bank works like a magician. Money is magic. Truly. People don't understand it, not even economists and students of economics or computer science. Even banking system programmers with years of experience sometimes don't understand it.

So, once again: a bank doesn't work like a piggy bank. You don't have to put something in to take something out. You don't put anything in, and you could still theoretically take something out. But people have to establish certain rules, and the ones they established are wrong, that's why it is as it is.

In summary, one could say that the social benefits system should work like this: once a week, a ZUS employee clicks in the system to transfer money to selected users (registered adult citizens over 18 years of age). The ZUS application sends a command to the users' commercial banks to create money in that user's account.

This could also be done as a special transfer order from the National Bank of Poland (NBP) through the Social Insurance Institution (ZUS) system to a commercial bank, using the client's IBAN, as reserves in commercial banks increase. However, ZUS would then need a main account at a bank, such as the National Bank of Poland (it already has one!), but one with no upper or lower limits. This would mean that you could go as low or as high as you want, for example, minus PLN 1,618,033 (that's the golden number ;)). But this wouldn't be a double account, but a single account with a negative balance. Do you understand this, dear compatriots? It's even better to transfer from a fully charged NBP account with a negative balance, because then the total amount of payments made so far is clearly displayed.

The basics of accounting are: a single account, a T-account, etc.

The system would start transferring funds from 0.00 PLN from the start. This means that after clicking the transfer order at the Social Insurance Institution (ZUS), the money would automatically be debited to a certain negative or positive amount on the central bank's main computer. This way, it would theoretically be possible to create non-debt money for any amount with each transfer from the central bank to commercial banks.

The amount of benefits transferred solely by the National Bank of Poland (NBP) to commercial banks would be determined by ZUS in cooperation with the Central Statistical Office (GUS) and the government, depending on the records in ZUS users' accounts, such as length of service, position, and overall career and medical history.

This is not the idea of ​​CBDC (Central Bank Digital Currency); it neither looks nor works the same way, because the NBP is not required to maintain accounts for all Poles, nor should it.

This idea of ​​"MONEY FROM ZUS (Social Insurance Institution) AT A CLICK" is an excellent way to eliminate the problems of the modern pension and disability system. It would not be debt-based, but debt-free, as it would be an irreversible benefit without the need for ZUS to incur liabilities with the National Bank of Poland (NBP), but rather by increasing reserves in a 100% ratio to the debt-free money created for a given benefit at a commercial bank.

Commercial banks would continue to operate under similar principles as they do now, and their credit money would still be tied to debt. However, the main banking product, credit, could be improved by introducing a triple-entry system instead of the current double-entry system.
